Open source software, of which the operating system Linux is the most widely-known example, allows free complete access and modification of source code so long as the resultant product is also open source. Hahn (of the American Enterprise Institute-Brookings Joint Center for Regulatory Studies) presents four different views on government policy. The commentaries range from arguments that open source software addresses market failures and the government should tilt towards open source creation to arguments that the government has an interest in promoting the private for-profit creation of software.
