To attain a peaceful and prosperous world, we must reconsider current approaches to international security and economic development. For many countries, the first step toward the realization of this goal is to treat trade policy as seriously as issues of war and peace. This step is im- perative because commerce tends to strengthen the bonds of peace between trading countries as it enriches them economically. For the United States, improving national security and promoting international harmony requires the reinstatement of foreign-policy traditions that fell out of favor long ago.
