This report is the culmination of two years’ work with UNFPA field offices, headquarters staff and technical advisers examining culturally sensitive programming approaches during the past decade. It contains case studies from nine countries—Brazil, Cambodia, Ghana, Guatemala, India, Islamic Republic of Iran, Malawi, Uganda and Yemen.
Through this effort, UNFPA is striving to enhance local and national ownership of the ICPD Programme of Action. This can be accomplished by making culture a cross-cutting issue in UNFPA’s work, by mainstreaming cultural analysis in programmes, and by strengthening key alliances and partnerships—with activists, cultural and religious leaders, artists and others—to mobilize communities.
The analysis and lessons learned in this report will enable UNFPA staff and those in other development and
humanitarian agencies to perform their work more effectively and with greater success.
